DESIGNATE A DRIVER FOR YOUR NEW YEAR’S EVE CELEBRATION
Metropolitan Police officers are out in force this holiday season, looking for impaired
drivers, speeders and other aggressive or unsafe drivers. Several sobriety checkpoints
will be conducted between now and New Year’s Day, as part of the MPD’s holiday traffic
safety detail. The MPD is also throwing its support behind both the designated driver and
SoberRide programs this holiday season. Sponsored by the Washington Regional Alcohol
Program (WRAP), SoberRide provides holiday revelers with free cab rides home (up to
$50) every evening from 10 pm to 6 am, now through January 1. Individuals may request
a cab by calling (800) 200-TAXI (200-8294); Cingular Wireless customers can access the
service by dialing #TAXI. The MPDC reminds motorists that DC has tough drunk driving
laws, including a Blood Alcohol Content (BAC) standard of .08, zero tolerance for youthful
offenders, and penalties that include stiff fines, license revocation and the possibility of
jail time, even for first offenders.

Alert PSA 102 Officers Catch Robbers

On 12/27/11 at 0040 hrs there was a robbery snatch of a purse in the 300 block of M St SW. Suspect is a B/M, grey hood, jeans, 5-10, last seen running eastbound on M St SW with another unidentified subject.

On 12/27/11 at 0030 hrs there was a Robbery Hold Up Gun at 13th & H St. NE. Suspects were stopped and placed under arrest after a 2nd sighting at 7th & G St. NE. A weapon and the victim's property was recovered, and 2 suspects were arrested.

ADW Gunshot to the Face

On December 23, 2011, at approximately 1712 hours, First District personnel along with D.C. Housing Police responded to the 1100 block of K Street, Southeast, (Potomac Gardens Housing Complex) for a shooting inside of an apartment building. Upon arrival on the scene, the victim was discovered lying inside the building’s stairwell suffering from a gunshot wound to the left side of the face. The victim was transported to an area hospital where he was treated for non-life threatening injuries. The suspect (B/M -light complexion – mid 40’s, approximately 5’7”) fled the building toward the rear alley of 12th Street, Southeast. First District personnel and D.C. Housing conducted a canvass of the area with negative results.

This case is currently being investigated by the Criminal Investigations Division of the Metropolitan Police Department

Arrest Made in the Homicide Stabbing

Arrest Made in the Homicide Stabbing in the 1100 Block of Pennsylvania Avenue, NW

(Washington, DC)-Detectives from the Metropolitan Police Department’s Homicide Branch have announced that an arrest has been made in the stabbing death in the 1100 block of Pennsylvania Ave, NW.

On Monday, August 8, 2011, atapproximately 6:20 am, units from the First District responded to the 1100 block of Pennsylvania Avenue, NW to investigate the report of an unconscious person. Upon their arrival,they found an unidentified female on the scene, suffering from apparent stab wounds. DC Fire and Emergency Medical Services personnel responded to the scene and determined that the victim had no signs consistent with life.

The victim was later identified as 56-year-old Barbara Ann Lloyd, of no fixed address.

On Thursday, December 22, 2011, atapproximately 1:30 pm, detectives from the Homicide Branch arrested 54 year-old Maurice Leo Hawkins, of no fixed address, pursuant to a booking order from DC Jail and charged him with Murder Two while Armed.

MPD Reports $7.1 Million in Drugs in Operation

Metropolitan Police and Federal Partners Seize $7.1 Million in Drugs in Operation

(Washington, DC) - Metropolitan Police Department (MPD) Chief Cathy L. Lanier and members from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), announced today the arrests of 70 suspects for the possession and distribution of firearms and narcotics with a street value of more than $7.1 million.
The joint operation between MPD, ATF, along with the Federal Bureau of Investigation (FBI), the Immigration and Customs Enforcement (ICE) Agency, the Drug Enforcement Administration (DEA), and the United States Attorney’s Office (USAO) was initiated to disrupt and dismantle illegal firearms trafficking, drug trafficking, and fencing operations within the District of Columbia.

On November 2, 2010, “Operation Manic Enterprises” was initiated. An undercover location was set up as a recording studio for a rap artist and was utilized to make the majority of undercover purchases. The operation continued through November 2011.

MPD’s Major Narcotics Unit and federal authorities seized approximately 80 pounds of methamphetamine, 9.6 kilograms of cocaine, 1.25 gallons of PCP, 23.5 pounds of marijuana, heroin and MDMA/ecstasy. The drugs were purchased and seized by the detectives in the investigation. Additionally 161 firearms, including 29 assault weapons were purchased or seized during the undercover operation.

“If these drugs and guns had made it to our streets, the impact would have been devastating to community, said Chief Lanier. This was an extremely dangerous operation. These suspects had bragged about other violent crimes they had committed and had no qualms about killing police officers, guards and other innocent people. All the law enforcement members involved in this operation are to be commended for their bravery.”

Numerous violent crimes were closed with arrests.
“It was just about two years ago to the day that we stood here with Chief Lanier and talked about our commitment to the safety of the citizens in the District of Columbia,” said ATF Assistant Special Agent in Charge Rich Marianos. “Today's event shows that the men and women of ATF kept their word, and continue their work in making the citizens of DC safer.”
“These investigations have proven very effective in targeting criminals and keeping drugs and guns off our community’s streets,” said U.S. Attorney Ronald C. Machen Jr. “The U.S. Attorney’s Office is committed to working with our law enforcement partners and the citizens of the District of Columbia to bringing those who traffic in narcotics and firearms to justice.”

new automated speed enforcement locations.
The deployment locations for the Photo Enforcement Units continues to be at sites with
the highest number of crashes and injuries, calls for police service, and high speed volume.
MPD also considers recommendations or requests from the Department of Transportation,
Advisory Neighborhood Commissions and civic or citizen associations.
The 30-day educational phase will end on December 21, 2011, when the MPD will begin
issuing live moving citations to violators.
The new photo enforcement locations are as follows:
• 1900 block of Foxhall Road NW, north and south bound directions, 25 mph
• 2800 block of Calvert Street NW, east bound, 25 mph

Shooting in Wylie Court

Lt. Micchiche reports:

This morning at approximately 2:52am, officers in the 1300 block of H Street NE heard gunshots at the mouth of the alley on the north side of the street. The officers observed an adult male subject falling to the ground, and he was found to be suffering multiple gunshot wounds to his upper body. The victim was transported to an area hospital for treatment of serious injuries.

This matter is currently the subject of an active investigation by the Criminal Investigations Division of the Metropolitan Police Department, and thereforeno further information is available for release at this time.

UPS Theft Arrests

Last week members of the First District Mountain Bike Tact Unit arrested a suspect for stealing packages left at homes by United Parcel Service. Today, Commander Hickson of the First District reports that they have just arrested another person for a similar offense with the past hour. Today’s arrest was a coordinated effort between plainclothes tactical officers and patrol officers. The First District Detectives Unit is investigating the connection of these individuals to other similar thefts.

Attack of Unarmed Store Security Officer at Rite Aid ends in Conviction

District Man Convicted of Assault With a Dangerous Weapon and Other
Charges in Attack of Unarmed Store Security Officer
Defendant Beat and Stabbed the Victim Several Times

DeVino Harding, 52, of Washington, D.C., has been convicted by a jury of charges stemming
from an attack on an unarmed security officer who was working at a Northeast Washington drug
store.

Harding was convicted November 8, 2011, following a trial in the Superior Court of the District
of Columbia, of charges of assault with a dangerous weapon, assault with significant bodily
injury, possession of a prohibited weapon, threats, and destruction of property. A sentencing
date has not yet been set before the Honorable Anthony C. Epstein.

According to the government’s evidence, on December 19, 2010, at approximately 6 p.m., the
victim was working as an unarmed loss prevention officer at a Rite-Aid store in the 800 block of
H Street NE. The victim saw a couple of young men enter the store wearing ski masks and asked
them to remove their masks.

Harding, who was in the store, accused the officer of harassing the men. The officer asked
Harding to stop shouting. Then, when Harding threatened him, the officer asked him to leave.
Once outside, Harding swung a stick at the officer, who was standing in the doorway. Harding
missed the officer, but he struck the store’s glass front door, causing the glass to shatter and his
stick to break. Harding then pulled out a knife and stabbed the officer in the abdomen.
The officer attempted to flee, but Harding caught him and stabbed him in the leg. The officer
was able to grab a portion of the broken stick and used it to defend himself. He struck Harding
in the mouth with the stick, and again tried to flee. Once again Harding caught up to him,
however. The officer fell, and Harding got on top of him and stabbed him two more times, in the
back. Harding left the scene shortly before police began arriving.

Two witnesses flagged down police, and took officers to a nearby home where they had seen
Harding flee. Officers went to that house, and Harding came to the door. The officers found a
large knife inside Harding’s pocket.

COPS HOLIDAY TREE LIGHTING SET FOR DECEMBER 13

The holiday season is a wonderful time of year to celebrate
with friends and family. It is also a time to remember those
who are no longer with us. Over a decade ago, members of
the Washington, DC Chapter of Concerns of Police Survivors
(C.O.P.S.) and the Metropolitan Police Department (MPD)
gathered to plant a small blue spruce tree in front of MPD
Headquarters. Barely more than a sapling, the tree was
decorated with lights and ornaments made by the families and
children of officers from the DC region who had been killed in
the line of duty. An annual tradition was born.
Every year since then, DC-C.O.P.S. and the MPD have been
honoring fallen officers at the annual Holiday Tree Lighting
Ceremony. This year, the short ceremony is set for Tuesday,
December 13, 2011 at 7:00 pm. Students from the H.D. Woodson Choir will perform as part
of the lighting ceremony. Members of the community are invited to attend.

Robbery in PSA 104 on Friday

According to Commander Hickson, there was a robbery and an attempt robbery in PSA 104 Friday night, which may be related. Both are being investigating by 1D Detectives. PSA 104 has also adjusted their deployment appropriately.

On Friday December 9th at approximately 10:20p.m. a victim was approached in the 600 block of H Street SW by 3 subjects who demandedthe victim’s property. The victim fled and nothing was obtained. The lookoutis for 3 black males, in their late teens to early twenties, all about 5’5”,155 pounds. One suspect was wearing a black mask and a red jacket. The othertwo were wearing dark clothing.

On Friday December 9th at approximately 10:30p.m. a victim was approached in the 900 block of 4th Street SW by 3 subjectswho demanded the victim’s property, while one suspect displayed a handgunthat was in his waist. The suspects obtained the victim’s property andfled. The lookout is for 3 suspects: a black male, late teens to earlytwenties, all about 5’9”, 155 pounds, armed with a handgun; a blackmale wearing dark clothing; and a black male wearing a dark jacket and a redNationals baseball cap.

Robbery and Shooting in PSA 103

Last night at approximately 9:20 PM, there was a robbery at 15th and C Street, N.E. Two victims were approached from behind and robbed. During the robbery, a shot was fired into a vehicle by one of the suspects who was armed with a handgun. The lookout is for three black male suspects, dressed in black clothing and all three were wearing masks.

PSA 102 MPD Team Crack Bust

Lieutenant Micciche reports that, this morning at approximately 12:48am, several First District units heard gunshots near the 700 block of H Street NE. Officers converged on the area, literally in seconds, and observed three subjects leaving the location quickly. As officers attempted to contact the subjects, they fled on foot but were apprehended near 6th & I Street NE. A very large amount of crack cocaine and a significant sum of US Currency were recovered. Two of the subjects were arrested and charged with Possession with Intent to Distribute (PWID)Crack Cocaine.

An extensive canvass of the area for shell casings, firearms, a crime scene, or any victims yielded negative results. An MPD K-9 "Gun Dog" was brought in and swept the area, also with negative results.

All should acknowledge the outstanding police work and a very quick response by our fine First District officers made for a great case.

The Apple iPhone remains one of the most popular smart phones on the market thesedays. It is impossible to walk down the street without seeing one in use. This ubiquitous,expensive device appeals to criminals because it can be easily reprogrammed, or erased,and quickly sold for cash.Thieves are sometimes bold enough to snatch the phone right out of its owner’s handwhile he or she is using it. People have also had their phones taken from tables while sittingat restaurants. On 11-27-11 at approximately 12 am 1D units received a call for sounds of gunshots at 18th and Gales Streets NE. The preliminary investigation revealed that three individuals were walking southbound on 18th streetfrom Benning Rd when they were approached by an unknown suspect who fired multiple shots at them. DC DMV TICKET AMNESTY PROGRAM ENDS JANUARY 2012For the past five months, the District of Columbia has been conducting temporary ticketamnesty program that allows customers to pay older outstanding tickets without having topay the penalty that would otherwise have been assessed on the ticket. But time is runningout. The amnesty program ends on January 27, 2012. All open parking tickets, citations formoving violations and photo-enforcement tickets issued before January 1, 2010, qualify underthe amnesty program.“This program is an incentive for customers to pay off their old tickets,” said Mayor Gray.“In the current economic environment, we expect that many customers will take advantageof this opportunity to clear their debts to DMV at a lower cost – producing revenue resultsfor the District.”Under the program:• Hearings cannot be requested on amnesty tickets.• Amnesty tickets are eligible for a ticket-payment plan.• Payments on tickets made prior to August 1, 2011 are not eligible for a refund.• No points will be assessed on moving-violation tickets paid.

One of the primary goals of the Special Liaison Division — which includes the Gay and
Lesbian Liaison Unit, the Asian Liaison Unit, the Latino Liaison Unit and the Deaf and Hard
of Hearing Unit — is to focus on supporting the agency’s overall mission, goals and objectives
while ensuring the safety of all of our customers. The Division can effectively work towards
meeting the needs of the community by achieving its goals through the promotion of active
communication, safety practices, self reporting and basic awareness. These strategies are
specifically reflected through the accomplishment of activities, incorporation of existing
programs, development and dissemination of information, and facilitating increased
participation in crime prevention practices. The Division focuses its efforts on programs and

At about 4:50 a.m. MPD units responded to 11 & H Streets NE for the report of a shooting. Upon their arrival they discovered an adult male gunshot victim, who was transported to the hospital and admitted in critical condition. Rehabilitation of the K Street, H Street, and Massachusetts Avenue Bridges over I 395 and the Electrical & Mechanical Upgrades to the Air Rights Tunnel
Begins Monday, October 17, 2011

The District Department of Transportation (DDOT) will begin the construction activities related to the above project on October 17, 2011; weather permitting. Work will start on H Street between 2nd Street and 4th Street NW, including the H Street Bridge with a Center Lane Work Zone and two lanes of travel Eastbound and Westbound.

Similarly, work will begin on Massachusetts Avenue between 2nd Street and 4th Street NW including the Massachusetts Avenue Bridge, a Center Lane Work Zone with two lanes of travel Eastbound and Westbound.

Work will also begin in the North Bound Tunnel on the night of October 18th with the installation of traffic barriers. South Bound Tunnel traffic barriers will follow the completion of the north bound side.

Weather permitting, construction is expected to be completed by January, 2013. All roadway closures will occur between the hours of 9:00 a.m. and 3:00 p.m., Monday through Friday. Tunnel lane closures will occur between the hours of 9:00 p.m. and 5:00 a.m.

The work will involve the replacement of sidewalks, street lights and traffic control devices. The work also includes the resurfacing of the bridges and the replacement of curbs and gutters.

The existing number of traffic lanes will be maintained during construction activities outside of traffic lane closures.

Access to all businesses and residences will be maintained. DDOT will work with the existing businesses to maintain access during construction activities.

Stop Theft from Autos in Your Neighborhood

1) Keep Your Valuables Out of Sight
The best way to prevent theft from your auto is to always keep valuables out of sight. Never leave cell phones, briefcases, suitcases, or electronic devices (cell phones, iPods, laptop computers, etc.) in your car in plain view. Take these items with you, or secure them—all the time, every time.

2) Secure Your GPS Device
While many GPS devices are mounted in the dashboard of the vehicle, the MPD encourages anyone who uses a portable GPS device to take it with you, along with any other items of value, when you park the car.

3) Use Your Trunk
If your car has a trunk, use it. Put valuables in there or in a locked glove compartment. Hiding items under seats is better than leaving them in plain view, but securing them inside the glove compartment or trunk is a far better deterrent.

4) Don't Tempt Thieves with New Purchases
During the holiday season especially, or any time you’re shopping, place packages in the trunk, not on the passenger seats or floors.

5) Remove Your Radio Faceplate
If you can unfasten your sound system and take it with you, or lock it in your trunk, do so. And don’t forget to do the same with your CDs and tapes.

BACKGROUND: Mayor Vincent C. Gray recently announced that funding is now in place for 300 new police officers, fulfilling a promise he made earlier this year during the budget cycle. The funding for new officers began at the start of the new fiscal year on October 1, 2011, and the Metropolitan Police Department is ready to train 35 new recruits this week. Public safety is one of the top priorities of the Gray administration, and this is a substantial step in rebuilding the size of the police force to better serve the citizens of the District of Columbia.

DON’T BE A VICTIM: CON ARTISTS OFTEN TARGET ELDERLY

Most of us think we would be the last people in the world to be tricked into handing over
our hard-earned money for deals that, in retrospect, are obviously phony. But con artists are
experts in human psychology and behavior. They know how to win over your confidence with
their smooth talk and self-assured manner. Unless you are careful, you may find yourself turning
over cash or buying worthless merchandise. You won’t be able to recognize a con artist by the
way he or she looks, but you can be on the lookout for some of their “pitches.”
Some of the most common cons and swindles in the springtime are bogus home repair offers,
fraudulent door-to-door charities, and individuals posing as police officers or bank investigators
who claim to be investigating fraudulent tellers or counterfeit schemes. These con artists often
target the elderly. Regardless of your age, DC residents are urged to be wary of any “somethingfor-
nothing” offers. Always ask for offers in writing, read over all contracts before you sign, and
never agree to “cash-only” deals. Do not hesitate to check the credentials of anyone who comes
to your door. Ask to see official identification and inspect it carefully. Legitimate organizations
– especially real police officers – will not hesitate to comply. And if you have been victimized
by a con artist, please call the police and report it. This is the only way that law enforcement can
detect patterns and identify and apprehend offenders.
A good rule of thumb in these situations is to remember that if it sounds too good to be true,
it probably is! Don’t let your excitement get the best of you. If you are approached by someone (in
person, on the phone, or by email) DO NOT send money. If you ever really do win the lottery,
the lottery association will arrange to take a portion of the winnings to pay taxes directly out of
your winnings.

Sandbag Distribution Moved To RFK Stadium, Lot 7
The DC Department of Public Works said today that the demand for sandbags by District residents exceeded its on-hand supply of about 7,000 bags. As a result, DPW discontinued distributing bags at 5 pm (Friday). DPW will receive a shipment of about 2,700 bags by Saturday morning that will be available for pick up by District residents starting at noon, Saturday, August 27, on a first-come, first-served basis. Residents, with DC identification, may pick up sandbags (up to five per household) at RFK Stadium, Lot 7. Distribution will continue until the supply is exhausted. The sandbags weigh between 40 lbs. and 50 lbs. and residents will need to load them into their vehicles.

With the approach of Hurricane Irene, Pepco is preparing for potential widespread power outages this weekend. The company has mobilized extensive internal and out-of-state resources to repair equipment and restore power as quickly and safely as possible.

Due to the magnitude of the storm, the company expects the restoration effort to extend over multiple days. Just as Pepco is preparing for Hurricane Irene, we strongly urge you to prepare for the possibility of power outages.

Storm Center Update

Pepco has nearly 1,000 personnel dedicated to restoration, some from as far away as Ohio and Pennsylvania.

We continue to request mutual assistance from our utility partners.

Customers are receiving calls from Pepco to advise them of our emergency plans and urging customers to prepare.

Safety is paramount. Customers should evacuate their homes if directed. If customers see downed wires, stay clear and report them to 1-877-737-2662, press 2. Downed wires and standing water can be a fatal combination.

As soon as safely possible, damage assessors will be surveying the storm's impact. The company will issue an estimated restoration time for bringing power back up to all customers. These estimates will be refined as restoration work progresses.

DISTRICT URGES RESIDENTS TO PREPARE FOR EFFECTS OF HURRICANE IRENE THIS WEEKEND

In a week of unprecedented weather in the Washington region — with an earthquake measuring 5.8 having shaken the entire East Coast on Tuesday — the National Weather Service is now predicting a significant potential for winds and rain associated with Hurricane Irene this weekend. A Tropical Storm Warning and Flash Flood Watch is in effect for the District and much of the mid-Atlantic region through Sunday. Public safety, transportation, and utilities are working to ensure that the city is prepared for the possible impact of the storm. Residents and business owners are urged to prepare their homes and businesses in advance of the storm’s arrival mid- to late-afternoon on Saturday.

A hurricane is a tropical storm with winds that have reached a constant speed of 74 miles per hour or more. Hurricane winds blow in a large spiral around a relative calm center known as the "eye." The "eye" is generally 20 to 30 miles wide, and the storm may extend outward 400 miles. As a hurricane approaches, the skies will begin to darken and winds will grow in strength. As a hurricane nears land, it can bring torrential rains, high winds, and storm surges. A single hurricane can last for more than 2 weeks over open waters and can run a path across the entire length of the eastern seaboard. August and September are peak months during the hurricane season that lasts from June 1 through November 30. Hurricanes can be dangerous killers. Learning the hurricane warning messages and planning ahead can reduce the chances of injury or major property damage.

Before the storm hits, have disaster supplies on hand, including:

»First aid kit and manual

»Emergency food and water supply

»Non-electric can opener

»Essential medicines and prescriptions

During a hurricane warning:

The Metropolitan Police Department joined other District agencies this week in launching its Twitter feed for residents, businesses, visitors and others interested in keeping informed about the latest information and alerts from public safety officials in the District of Columbia. By choosing to "follow" the tweets from MPD’s account — which is "DCPoliceDept" — subscribers have access to the latest alerts and information about road closures and police activity that may affect their commute, updates and descriptions of suspects wanted for violent offenses, releases about closed cases, and more.

Chief Cathy L. Lanier launched the service "to get pertinent information out to the public quickly." In addition to the MPD’s presence on Facebook, launched in 2009, Twitter offers the Department another means of communicating and providing timely information as necessary. Command staff have been trained in the use of the tool and have already begun using it to provide quick reports on vehicle accidents, links to boating safety information and laws, a reminder about National Night Out, and more. 9/11 memorial motorcycle ride

Fairfax CEAN reports: On Friday afternoon, major traffic delays are expected on the Dulles Toll Road, Dulles Airport Access Highway, I-66 East and the Beltway due to a 9/11 memorial motorcycle ride, according to the Virginia State Police. Commuters should expect very significant traffic delays in the afternoon, especially during rush hour.

I-66 eastbound will be closed between the Beltway and Route 110 southbound as the riders pass through. Traffic on I-66 East will be diverted onto I-495. The on-ramps onto I-66 East also will be closed between Fairfax and Arlington County.

Connector Bus service will be affected for the routes that serve the Crystal City, Pentagon, West Falls Church and Vienna and Metro stations. For more detailed information, visit this Connector Web page. Information also will be posted on Connector’s Facebook page and Twitter feed.

Significant delays are expected for people traveling eastbound on the Dulles Toll Road and for all motorists leaving Dulles Airport, according to the Metropolitan Washington Airports Authority. An anticipated 1,800 motorcyclists will travel from Route 15 in Loudoun County to the Dulles Greenway to the Dulles Toll Road to I-66 East, exiting onto Route 110 South.

Riders are expected to enter Loudoun County beginning at approximately 2 p.m.

Warning about Verizon Equipment

In light of recent incidents in which Verizon equipment has been tampered with in Washington, DC, the public should be aware of any suspicious activity that occurs at or around any Verizon equipment. Here are a few activities to be alert for:

1) There should be a marked Verizon vehicle present if an individual is working on a telephone box; orange cones should be present.
2) Non-Verizon vehicles should have signage indicating that their specific company is a contractor working on behalf of Verizon.
3) Be alert for activity at telephone equipment at off hours - Most service related activities will take place between the hours of 6AM-6PM.
4) Be alert for suspicious people. e.g., persons walking, on skates or on bikes (particularly any wearing red shirts) that stop at a telephone box, a cross connect box or fiber hub or other telephone facility and appear to be working on telephone equipment.
5) Be alert to someone carrying an ax, hatchet or cutting tool of any type including a scissors.
6) Be alert for someone who spends a very short time in an opened phone box.
7) All Verizon employees should be visibly displaying his/her company issued ID badge at worksites.

If you see any suspicious activity, please call 911 and give an accurate location, description of any persons or vehicles, and the suspicious activities being observed.

MPD Warns of new scheme aimed at defrauding elderly

The Metropolitan Police Department wants to alert members of the community —
particularly senior citizens — of a recent advance fee scheme being reported in our area.
The perpetrators begin by approaching elderly individuals to offer jobs for $100 a day. They
then get the elder to open a bank account with $50 the schemer provides them. Afterwards,
the perpetrator drives the elder around to buy goods with the elder’s new checking account,
often for items valued much more than the original $50 — sometimes racking up thousands
of dollars in expenses. When the issuing bank seeks repayment for the expenditures over the
initial $50, the elderly victim is left with the balance, unable to pay. Residents are advised to
be alert to the potential for scams such as this and others in which they can become easy
targets. If an opportunity seems implausible, it is probably best avoided. The old saying that
“if it sounds too good to be true, it probably is” definitely applies here.

The Bill was adopted first and second readings on June 6, 1996, and July 3, 1996, respectively. Signed by the Mayor on July 19, 1996, it was assigned Act No. 11-321 and transmitted to both houses of Congress for its review. D.C. Law 11-270 became effective on June 3, 1997." It has been codified to the D.C. Official Code as ?? 48-1001 through 1005. The Anti-Loitering/Drug Free Zone Act was amended by section 226 of the Omnibus Public Safety Emergency Amendment Act of 2006, enacted on July 19, 2006 (D.C. Act 16-445).

WHEREAS;
The Anti-Loitering/Drug Free Zone Act of 1996, as amended (hereafter, "the Act") provides, among other things, that the Chief of Police may declare any public area a drug free zone for a period not to exceed 240 consecutive hours, based on the following considerations:

"The occurrence of a disproportionately high number of arrests for the possession or distribution of illegal drugs in the proposed drug free zone within the preceding 6-month period;

Any number of homicides related to the possession or distribution of illegal drugs that were committed in the proposed drug free zone within the preceding 6-month period;

Objective evidence or verifiable information that shows that illegal drugs are being sold and distributed on public space on public property within the proposed drug free zone; and

Any other verifiable information from which the Chief of Police may ascertain whether the health or safety of residents who live in the proposed drug free zone are endangered by the purchase, sale, or use of illegal drugs or other illegal activity." (DC Official Code ? 48-1002(b))

WHEREAS;
The Metropolitan Police department has issued appropriate directives (Special Order 03-02) to its members describing the requirements of the Act and providing operational guidelines for enforcing the Act.

WHEREAS;
Information pertaining to the above-listed considerations has been supplied to me by the Commander of the police district within which the following area is situated, and further information of the same nature is available to me from reliable sources, including, among other things, confidential police investigative reports.

NOW THEREFORE;
I hereby determine and declare that the following described area shall be designated as a drug free zone and that the respective police commander shall take all steps necessary to enforce the provisions of the Act in accordance with all applicable directives and operational guidelines of the Metropolitan Police Department:

In Kindergarten and in Debt: The Problem of Child Identity Theft

Those of us in the criminal justice community know technology can be a double-edged sword. Even as technological advances create new ways to tackle familiar problems in our communities, they also create new opportunities for crime – increasing our concern for privacy and data security. This is clearly the case with child identity theft – where, more frequently, criminals are using children’s identities to fraudulently take out loans, apply for employment, and open credit card accounts.

On July 12, 2011, our Office for Victims of Crime (OVC), in partnership with the Federal Trade Commission (FTC), hosted “Stolen Futures: A Forum on Child Identity Theft.” This forum was open to the public and was broadcast via webinar. Our goal was to advise the public on preventing child identity theft and resolving existing cases. At the forum, we were joined by legal service providers, victim advocates, law enforcement officials, and the public to discuss combating identity theft. Now more than ever, we know how important it is to detect identity theft as it happens and provide law enforcement with better tools and training to respond to these cases.

I am deeply concerned by the recent rise in identity theft targeting this vulnerable population. Child identity theft is an issue we’re only beginning to understand, but the more we learn, the more we see the tremendous damage these thieves can cause.

The numbers are grim: in 2009 alone, the FTC reported 19,000 incidents of identity theft involving juveniles. Studies tell us that the average victim of identity theft is still in elementary school when the theft begins. Some victims are reported as young as 5 months old. There are children in elementary or middle school with thousands of dollars in debt.

As Principal Deputy Assistant Attorney General Mary Lou Leary commented during the opening remarks of this week’s forum:

“In many cases, these victims don’t even know what ‘credit’ and ‘debt’ mean – and in some cases, they’re not even old enough to form the words.”

Children may never realize they have been victims of identity theft until they begin to apply for financial aid or student loans, only to discover that doors are closed to them because of bad credit and substantial debts. They face hundreds of hours clearing their financial records after the theft is discovered—and often the additional stress of reporting a family member to authorities.

Children are particularly vulnerable: they can’t sift through falsified debts or illegal lines of credit. We must be their advocates.

I am proud that our office, through this forum, is taking steps to address this issue and is bringing together those that can help. Since 2004, OJP has had a dedicated Identity Theft Working Group to better understand the problem of child identity theft: who is most vulnerable, what data are most often stolen, who is the most common perpetrator of this crime, and what are effective strategies to detect – and prevent – this crime. This week’s forum builds on the ongoing work of the Office of Justice Programs and our Office for Victims of Crime.

There is more to be done to protect our children from the new threat of identity theft. But this is not work we can do alone. We look forward to strengthening our partnerships with other government agencies, legal service providers, child-serving professionals, and victim advocates—all those with a role in these cases. Forums like this are the first step towards identifying this crime early and more effectively supporting its victims.

I have spent my first two weeks trying to absorb as much as I could concerning the current crime trends within the First District. The First District has made progress on reducing many categories of crime; however, one category of crime has been a chronic problem this year and that is the offense “theft other”. This would include all thefts that are other than “thefts from autos”. As police managers we continually view crime stats and offense reports attempting to identify any emerging crime trends and/or patterns. Thefts appear to be the one crime that is consistently showing an increase. Theft is not as serious an offense as crimes like robbery or burglary, but there is no question that due to shear numbers, more of your friends and neighbors stand a chance of being a victim of theft than any other crime.

The First District Crime Analyst has provided me with a detailed analysis of our thefts. This report shows that the locations of thefts within the First District are distributed between commercial, residential and public space. The one pattern that is clearly shown is that bicycles are the target of thefts more than anything else. In fact, bicycles were stolen in one third of all thefts that occurred in the First District in the last 30 days. I would like to appeal to all members of the First District Community to assist us in our attempt to address this pattern of theft of bicycles.

The first step that each person could take would be to store their bicycles in a secure location. There have been thefts of both locked and unlocked bicycles in the past month. In just about all cases that the stolen bicycle was locked, they were secured with a “cable” type bike lock, as opposed to the hard, U-shaped bike lock. The second step would be to maintain accurate records of all valuable property. Since there is seldom an eyewitness to the theft of a bike, the other opportunity to apprehend the criminal is through locating identifiable property. Unfortunately, we often discover when we take reports that bike owners have not recorded the bicycle serial number. If you record this valuable information and are able to provide it to the police in the event your bike is stolen, it would increase the chance of recovering your property.

Significantly Curb Texting and Cell Phone Use Behind the Wheel

SYRACUSE – U.S. Transportation Secretary Ray LaHood today announced dramatic reductions in distracted driving in Syracuse, New York, and Hartford, Connecticut, after two pilot projects measured the effect of increased law enforcement coupled with high-profile public education campaigns.

“These findings show that strong laws, combined with highly-visible police enforcement, can significantly reduce dangerous texting and cell phone use behind the wheel,” said U.S. Transportation Secretary Ray LaHood. “Based on these results, it is crystal clear that those who try to minimize this dangerous behavior are making a serious error in judgment, especially when half a million people are injured and thousands more are killed in distracted driving accidents.”

Each program, which was supported by $200,000 in federal funds and $100,000 from the state, examined whether increased police enforcement along with paid advertising and news media coverage could reduce distracted driving. The pilot efforts used “Phone in One Hand, Ticket in the Other” as the media campaign theme and were structured similarly to the highly-successful national seat belt campaign, “Click It or Ticket.”

During four periods of stepped up enforcement over the past year, Syracuse police issued 9,587 citations for driver violations involving talking or texting on cell phones while operating a vehicle. During the same period, police in Hartford, Connecticut, issued 9,658 tickets for illegal phone use.

Before and after each enforcement wave, the National Highway Traffic Safety Administration (NHTSA) actively observed cell phone use and conducted public awareness surveys at driver licensing offices in the two cities, which found:
In Syracuse, New York because of high-visibility enforcement – both handheld cell phone use and texting behind the wheel have declined by one-third.

In Hartford, Connecticut, where researchers initially identified drivers talking on their cell phones at twice the frequency (which left more room for improvement), there was a 57 percent drop in handheld use and texting behind the wheel dropped by nearly three-quarters.

“The success of these pilot programs clearly show that combining strong laws with strong enforcement can bring about a sea change in public attitudes and behavior,” said NHTSA Administrator David Strickland. “We applaud the work of the men and women of the Syracuse and Hartford police forces, and call on state legislatures, law enforcement and safety advocates across the nation to follow their lead.”

NHTSA plans to test this same three-part formula – tough laws, strong enforcement, and ongoing public awareness – at the state-wide level next.

In 2009, nearly 5,500 fatalities and another half million injuries resulted from crashes involving a distracted driver. Overall, distraction-related fatalities represented 16 percent of total traffic fatalities in 2009.

Nationwide, 34 states, the District of Columbia, and Guam have enacted texting bans. Nine states, the District of Columbia, and the Virgin Islands have prohibited all hand-held cell phone use while driving.

People Steal Bikes!

Summer is here and your bikes and outdoor property may be vulnerable. Please consider these tips to protect your property:

When you are at home, please keep your bike secure and locked at all times.

When you are out, always lock your bike, even if you are only leaving it for a few minutes.

Avoid parking your bike in isolated or dimly-lit places. Always park your bike in a well light well populated area when possible. Thieves are less likely to commit a theft where they can be easily seen.

Get a good bike lock. The hardened steel D shaped locks are recommended as the minimum standard.

The theft of garden ornaments, furniture, yard tools, and planters is another Spring/Summer trend.

Consider the security of your yard and remember that valuable planters and ornaments are safer in the back garden where passersby are less likely to see them.

Secure garden furniture by using an anchoring device and other devices to make it harder to move.

Use brackets to protect your hanging baskets and plants.

Consider marking and photographing your valuables. If they are difficult to mark, take a photograph anyway to help with identification if the worst happens and they are stolen.

The tools and equipment in sheds and garages are more attractive to thieves who find them easier to sell as the weather improves. Please NEVER leave your sheds or garages unlocked.

Mark your property with your post-code and house number.

Visible markings where possible, fit strong padlocks to doors.

Consider getting a shed alarm – they are fairly inexpensive and easy to install.

This new assignment will give him an opportunity to go full circle and return to the First District, which was his original assignment as an officer 36 years ago.

“Aggressive driving” is described as a combination of unsafe and unlawful actions
that demonstrate a conscious and willful disregard for safety. The following offenses are
included: running red lights and stop signs; following too closely, or tailgating; changing
lanes unsafely; failing to yield the right of way; improper passing; and speeding. Dozens
of law enforcement agencies from the District, Maryland, Virginia and Pennsylvania
are cooperating in intensive aggressive driving enforcement “waves” - one each month
from June through September. The current enforcement wave, which runs through June
11, 2011, is in addition to their everyday traffic safety efforts of these law enforcement
agencies. Running red lights and stop signs, unsafe lane changes, and tailgating will get
you pulled over—resulting in big penalties and points. Law enforcement in DC, Maryland
and Virginia are getting tough on aggressive drivers, to make our roads safer. So lighten
up at the wheel. Because if you’re driving in a hurry, angry, and act like you own the road,
you’re going to get caught. To help you keep your cool, the MPD provides a list of 10 Basic
Rules of Courtesy and Safety. Drivers are less likely to become aggressive, if they allow extra
travel time and don’t feel rushed. Drivers are also less likely to instigate aggressive driving
in others if they maintain an adequate distance from other vehicles, signal intentions to
other drivers when turning and changing lanes, and refrain from inappropriate behavior
such as making faces or rude or obscene gestures.

MPD Police Chief Recognized by the National Highway Traffic Safety Administration

(Washington, DC)-The National Highway Traffic Safety Administration recently recognized the Metropolitan Police Department for leading the nation in the largest decrease of traffic fatality rates.

Through the enforcement policies and procedures, MPD was able to decrease the traffic fatality rate 31.7 percent and the rate of 21-24 year old traffic fatalities by almost 50 percent in Washington, DC. These two statistics are the largest decline in traffic fatalities in the nation. MPD was also credited with the second largest decrease in impaired driving fatalities with a decrease of almost 40 percent, and a decrease in motorcycle fatality rates by nearly 44 percent.

The National Highway Traffic Safety Administration awarded Police Chief Cathy L. Lanier the Public Service Award for her accomplishments.

“I accept this award on behalf of all the hard working men and women of the Metropolitan Police Department” said Chief of Police, Cathy L. Lanier. “Their hard work and dedication to keep the motorists and pedestrians safe in Washington, DC is reflected in these statistics. We will continue to strive to keep the roads safe.”

Delaware residents dispose of their unwanted, unused, and expired drugs at one of 29 drop off locations in Delaware, the Dover Downs Racetrack in Dover.

MAY 06 – (WASHINGTON, D.C.) – Americans participating in the United States Drug Enforcement Administration’s (DEA’s) second National Prescription Drug Take-Back event on April 30th turned in more than 376,593 pounds (188 tons) of unwanted or expired medications for safe and proper disposal at the 5,361 take-back sites that were available in all 50 states. This is 55 percent more than the 242,000 pounds (121 tons) the public brought in during last September’s event.

Four days after last fall’s Take-Back Day, Congress passed legislation amending the Controlled Substances Act to allow the DEA to develop a process for people to safely dispose of their prescription drugs. DEA immediately began developing this process after President Obama signed the Safe and Secure Drug Disposal Act of 2010 on October 12.

“The amount of prescription drugs turned in by the American public during the first two Take-Back events is simply staggering—309 tons—and represents a clear need for a convenient way to rid homes of unwanted or expired prescription drugs,” said DEA Administrator Michele M. Leonhart. “DEA is hard at work establishing a drug disposal process and will continue to offer take-back opportunities until the proper regulations are in place.

“With the support and hard work of our local law enforcement and community partners, these events have not only dramatically reduced the risk of prescription drug diversion and abuse, but have also increased awareness of this critical public health issue,” said Leonhart.

“Responding to our Nation’s prescription drug abuse epidemic requires a sustained effort from government, the private sector, the medical community, as well as families and individuals,” said Gil Kerlikowske, Director of National Drug Control Policy. “The unprecedented amount of prescription drugs turned in by citizens last week will keep dangerous, addictive drugs from being abused. I commend the DEA for its successful nationwide prescription drug take-back day and for their work to make it easier for communities to stay healthy, while safeguarding the environment.”

Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high—more Americans currently abuse prescription drugs than the number of those using cocaine, hallucinogens, and heroin combined, according to the 2009 National Survey on Drug Use and Health. Studies show that teens who abuse prescription drugs often obtain them from family and friends, including from the home medicine cabinet. In addition, many Americans do not know how to properly dispose of their unused medicine, often flushing them down the toilet or throwing them away – both potential safety and health hazards.

The DEA’s Take-Back events are a significant piece of the White House’s prescription drug abuse prevention strategy released last month by the Office of National Drug Control Policy. Purging America’s home medicine cabinets of neglected drugs is one of four strategies for reducing prescription drug abuse and diversion laid out in Epidemic: Responding to America’s Prescription Drug Abuse Crisis. The other strategies include education of health care providers, patients, parents and youth; establishing prescription drug monitoring programs in all the states; and increased enforcement to address doctor shopping and pill mills.

Numerous national organizations joined the DEA and its state and local partners in putting on last weekend’s Take Back Day, including the White House Office of National Drug Control Policy; the American Association of Poison Control Centers; the Community Anti-Drug Coalitions of America; D.A.R.E. America; the Federation of State Medical Boards; the U. S. Health Resources and Services Administration; the International Association of Chiefs of Police; the National Association of Attorneys General; the National Family Partnership; the National Organization of Black Law Enforcement Executives; the National Association of Boards of Pharmacy; the National District Attorneys Association; the National Sheriffs’ Association; and The Partnership at Drugfree.org.

We are less than 24 hours from the Ward 6 Budget Town Hall Meeting, and Mayor Gray hopes to see you and hear from you!

Today's budget proposal fact: There will be a 8% reduction in funds for the Department of Health and Human Services. That is $113.4 Million. You can go to budget.dc.gov to read how the $113.4 Million is broken out across the department. Some residents want to see the taxes of the wealthiest residents increased further than what has been proposed (read my email earlier in the week) while a segment of people feel the government is already doing too much and should cut further. It is very important that Mayor Gray hears the opinions of Ward 6 and here is the information for tomorrow's town hall meeting:

SECURE YOUR BICYCLE TO REDUCE THE RISK OF THEFT

Bicycling is a great form of exercise and it helps reduce pollution. It’s fun for both
adults and children. Weather you use a bicycle to get to and from school, for your daily
work commute, or for exercise, it is important that you always secure it when it’s not
being used. In an effort to prevent thefts and to aid in the recovery of stolen bicycles, the
MPD offers the following simple suggestions.
• Invest in a quality lock and use it whenever you are not riding the bicycle.
• Lock your bicycle in an area that is well-lit.
• If you are not going to use your bicycle for a significant period of time, locate a
place (preferably inside) where you can safely secure it.
• Document the following information about your bicycle: make, size and serial
number. Store this information in a safe place. The serial number is found
underneath the bicycle between the crank arms and the bottom bracket. Keep all
receipts for your bicycle, including the purchase receipt and repair receipts; these
will help provide proof of ownership if your bicycle is stolen.
• Register your bicycle with the National Bike Registry.

While bicycle registration is no longer required in the District of Columbia, the
District Department of Transportation (DDOT) and the MPD strongly encourage
residents to register their bicycles with the National Bicycle Registry (NBR). NBR is a
service that allows you to register your bicycle by serial number in a national database. If
your bike is ever stolen, it can be identified and you can prove ownership. Law enforcement
anywhere can access this database. NBR also guarantees your registration. If your bike
is stolen and not recovered by police within six months, NBR will register your next
bike for free and the stolen bike information will remain in the database until the bike is
recovered no matter how long it takes.

TO HONOR OFFICERS KILLED IN THE LINE OF DUTY

In 1962, President John F. Kennedy signed a proclamation designating May 15 as Peace
Officers Memorial Day and the week in which that date falls as “National Police Week.” Every
year since, tens of thousands of law enforcement officers from around the world converge on
DC each May to participate in a variety of events to honor those who have made the ultimate
sacrifice and were killed in the line of duty. The 23rd Annual Candlelight Vigil will be held at
the National Law Enforcement Officers Memorial on Friday, May 13, 2011. Sponsored by the
National Law Enforcement Officers Memorial Fund (NLEOMF), at the Memorial grounds,
located at Judiciary Square, on the 400 block of E Street, NW, Washington, DC. Other Police
Week events include bicycle and motorcycle rides, wreath-laying ceremonies, the 14th annual
Blue Mass (May 3 at St. Patrick’s Catholic Church, 10th and G Streets, NW), seminars by
Concerns of Police Survivors, a Pipeband March and Service, and the Police Unit Bicycle Tour.
Locally, the Fraternal Order of Police Auxiliary sponsors the 32nd Annual Memorial Service
for law enforcement officers from the region killed in the line of duty. The ceremony will take
place at 11 am on Monday, May 9, 2011, at the memorial fountain outside MPD Headquarters
at 300 Indiana Avenue, NW. This year, the service will honor six members of the community
who made the ultimate sacrifice in 2010.

(WASHINGTON, DC) – Mayor Vincent C. Gray today announced that the Metropolitan Police Department (MPD) would begin a pilot project May 1 to enforce laws against littering by writing tickets and imposing penalties on pedestrians as well as motorists who litter.
“Clean cities are livable cities,” Mayor Gray said. “But the Department of Public Works can’t be expected to clean up after all of our residents. Sometimes we have to bring the force of law to bear to make sure our residents and visitors treat our city as they would their own homes. This program helps us do that.”
Throughout May, MPD will issue warnings to violators as they work with community partners to educate the public about littering enforcement. Beginning June 1, 2011, anyone violating the city’s littering law in the MPD’s Fourth District (which covers much of Ward 4 and part of Ward 5) may be issued an actual ticket or be subject to arrest.
If an officer sees an individual intentionally or carelessly dropping waste material of any source on public space, in waterways, or on private property not controlled by the individual, he or she may receive a $75 ticket for littering. Failure to properly respond by following the instructions on the back of the ticket will result in additional penalties.
Those cited are required to provide an accurate name and address to the issuing officer. Those who refuse or fail to provide an accurate name and address can be arrested. Upon conviction, non-cooperative litterers will be fined an additional $100 to $250 by the D.C. Superior Court.
While the pilot is in effect, MPD will continue citywide enforcement of the prohibition against disposing, causing, or allowing the disposal of litter from a vehicle on any public or private property, subject to a $100 traffic ticket.

The Metropolitan Police Department (MPD) has provided the following information about events scheduled in the District of Columbia this weekend.

Avon Walk for Breast CancerThe Avon Walk for Breast Cancer is scheduled to take place on Saturday, April 30 and Sunday, May 1, from 7:00 am to 2:30 pm. The walk will form on the National Monument Grounds and will proceed over the following route:

West on the gravel walkway along Constitution Avenue to Washington Memorial Driveway, continues around Washington Memorial Driveway to Jefferson Drive, SW
Southeast on Jefferson Drive to 14th Street, NW
North on 14th Street to Constitution Ave NW
The walk will disband on the grounds of the monument.

The participants of the Avon Walk for Breast Cancer will be using the sidewalk as their path of travel.
However, motorists could still encounter possible delays if operating in the vicinity of this event and may wish to consider alternative routes.
Race for Hope 5KThe Race for Hope 5K walk/run is scheduled to be held on Sunday, May 1. In order to facilitate this event there will be no vehicular traffic allowed along the route of the race. The race will begin at 9:00 am and end at approximately 11:00 am. The related street closures will begin at 5:00 am. All streets affected by this event are expected to be reopened at approximately 11 am, depending on prevailing conditions. Motorists should expect delays during the race.

Dear Community Members:

After 32 years in law enforcement (nearly 26 with MPD) I’ve decided to retire and pursue a career and other interests within the private sector and to spend more time with my family. This was not an easy decision to leave a career and agency that I love so much and am so proud to have been a part of. There is not much more in life that is more rewarding then being able to do what you love and are passionate about. During these past 26 years with MPD I have been blessed with many diverse professional opportunities and career advancements. I have enjoyed my opportunities to meet and work with great people; not only within MPD but also throughout the communities I have served. The 1D Community is in good hands with its dedicated public servants. Also, MPD is fortunate to have the talent level it does so that the transition of new leadership at 1D will be seamless. Rest assured I will work with my replacement and the Chief of Police to ensure this is accomplished.

Over the past nearly four years we have accomplished many things within the First District: increased foot patrols throughout the community, decreased response time for calls for service, improved customer service, enhanced Community Policing within the Patrol Service Areas and annual crime reductions. In 2010, through the dedication and efforts of the men and women of the First District, working closely with the community, 1D received the Department’s Crime Reduction Award.

I want to thank each of you who have assisted me and 1D in our successes- it’s impossible to reach these achievements without the strong support of neighbors and businesses that take the time and get involved with their local police. I also want to acknowledge our outstanding officials here at 1D who have worked diligently on strategic plans to enhance public safety and excelled in leading their teams to that end.

Finally, I would be remiss if I did not acknowledge Chief Cathy Lanier and Assistant Chief Diane Groomes for trusting in me and my abilities to lead the First District; their guidance and counsel; providing resources to accomplish our goals and for being available anytime to assist me. It is often that these qualities are not seen on the “front lines” as great leaders often remain in the shadows allowing their people to shine.

Although my last day is May 21st, the Citizen Advisory Council (CAC) for 1D is planning a public event at our next scheduled meeting Tuesday, May 3rd at 7pm here at 1D in our community room (additional information will be put out by them on this listserv). In addition I will be taking this opportunity to acknowledge some members for their efforts during 2010. I hope you can join us.

Again thank you for your involvement, support and encouragement over the past several years. I wish each of you prosperity, health, happiness and of course safety-stay involved YOU do make the difference.
